Haramaya University Library and Information Services, as one of the academic units of the University, believes that the bright future of the institution can be realized when the Library and Information services l is led by comprehensive long and short term plans. To this end, the Library has designed this three years strategic plan.
1.1. Background of HU Library and Information Services
The university’s main library building was constructed before half a century as it was the basic element to commence the then Imperial College of Agriculture and Mechanical Arts in 1953,later called the Alemaya College, and now Haramaya University (HU). Since then the main library has been providing services to students and staff. An anexe to the main library was built seven years ago. And, currently branch libraries, graduate students library, Female students Library, Harar campus library, Chiro campus library and the recently commenced technology campus library are serving the university community. The constructions of two new libraries are under going for college of law and college of veterinary medicine, respectively. Constructions of these new buildings are important as they are a means to end. But what goes on within the buildings-that is what is more important. Thus, such library buildings will curb many plotlines, beyond looking attractive.
On the same stride, all these expansions of library buildings in HU are a means to address the current highest ever student enrollment and to make available adequate space both for brining collections and ICT Infrastructure In short, it is means to achieve the ultimate mission of the university by solving the existing space problem and by accommodating future needs of the library and its users.
The library of Haramaya University acquires books, journals, magazines, electronic materials and other documents required for undergraduate and graduate level teaching and research through procurement and donations. The library also provides Internet services for both graduate and undergraduate students.
The main library, which is located at Haramaya campus, is organized into sections (cataloguing, circulation, documentation, journals and graduate school reference materials, magazine and Internet, and book store.). It is also assumed to oversee library services at Harar and Chiro campuses.

2.1. Vision of Haramaya University Library (HULISs)
The vision of the Haramaya University Library and Information Services is to be the heart of Haramaya University’s academic and research culture, and to significantly contributeto the achievements of the missions of the university.
2.2. Missions of Haramaya University Library (HULISs)
In carrying out this vision, HULIS need to step up its effort to acquire, manage, and provide information resources, both in electronic and printed formats, and will also provide information literacy course to enable users to identify, locate, and use e-resources adequately, so that users will empower and benefit from the full potential of the universe of knowledge. As more than a physical place, the Library will use state-of-the-art technology to provide information to users beyond its walls.
The Haramaya University Library and Information Services, as a pillar and partner in Haramaya University’s mission of teaching and learning, research, and outreach and community services, provides leadership in accessing and using information and knowledge for the wider users. HULIS missions will be:
- ensuring high quality information resources and services, and comprehensive reference services to students, faculty and other users.
- providing enhanced access to and visibility of e-information resources at institutional, national, regional and international levels
- acquiring, managing, and preserving information resources in a broad range of formats (this include digitalization projects: to make exam papers accessible online in the campus, ETD or theses of previous graduates accessible online, e book accessible online)
- creating an environment conducive to learning and research
- recognizing the importance of the library as a place on a university campus with inviting, comfortable, secure and networked spaces for learning and research
- teaching information literacy course or integrate it into the curriculum
- building an information and learning center that fosters cultural diversity
- providing leadership in a many library consortia and library cooperatives
2.3. Haramaya University Library – Core values
Excellence: Give high regard for demonstrating individual and organizational excellence in provide services to users.
Efficiency: Use time, material and human resources efficiently. Design ways and means to reduce costs and avoid wastage of resources. Resolve complaints quickly, fairly and recorded them appropriately.
Team work and High Regard for Work, Workers, including students: Operate in the spirit of team-work; inspire team spirit in members of the academic staff, support staff and students. Treat colleagues with fairness and respect, help them grow , enables individual to make a difference and teams to win. Give the highest regard for work and workers. Always remember that the very existence of the Library depends on those who have the highest regard for work and workers. Have the highest regard for the students as future leaders of the society and impress this regard on them.
Commit to Quality Public Service: aspire and committee to give relevant and need –based quality service to the users by appropriately using resources and putting in place different guidelines and monitoring mechanisms for ensuring quality service.
Tolerance and Pluralism: Encourages free expression of views and ideas and cultivate a culture of tolerance within the users, always remember that the community around you is teeming with diversity of opinion, origins, races, languages and so on. Accept, respect and live with others with all their differences.
Transparency and Accountability: perform all task, goals, and objectives of the library openly, clearly and with proper guidelines and take full responsibility for assigned roles and duties. Respect the regulation mechanisms to be in placed
Equity: Treat all human beings with the spirit of equity and fairness without discrimination on the basis of race, religion, gender national origin or other discrimination on the basis of race, religion, gender, national origin or other grounds.
The main moto of the HULIS’s is to “cater to the information needs of academic members, researchers and neighboring industries.”
